  1. The new unique identifier that will replace the use of the SSN in that capacity will be a non-secure data element intended exclusively to connect all records associated with a particular individual. 
  2. Generation of the Identifier will come from a single source (information process).  That source will provide automatic Identifier rectification with new Identifier generation automatically occurring when a new “person” is entered in any institutional information system.
  3. The Identifier # generation and rectification will be one part of a single services access generator whose output is then available throughout the UGA information management system.
  4. The solution to the total identity management, data integration, and web-based service delivery will need to be implemented in multiple phases over an extended period of time.
  5. In the implementation process it may be necessary to create transitional solutions.
  6. Resolution of the current SSN utilization replacement identifier must be consistent with the overall UGA information system architecture.
  7. The implementation of institution-wide identity management principles will be designed to minimize the amount of change to current business processes for ID assignment and institutional data element maintenance over the short term.
  8. Process will need to change to include the communication of new ID’s to customers.
  9. There will be a suite of “institutional” data elements that will need to be managed as such.
  10. The unique identifier will be one part of a suite of services associated with the management of identities.
  11. Institutional data elements will be generated, managed, and rectified in accordance with commonly accepted effective practices regarding information security.
