MATLAB Platform Support Changes 10/26/2021

MathWorks periodically updates platform support and has made the following changes
to Concurrent licensing.
Dropped Platforms
- macOS Mojave (10.14): Support ends with R2021b.
- Ubuntu 16.04 LTS: Support ends with R2021b.
Upcoming Changes
- Windows 7: Support is scheduled to end as of R2022a.
